This wedge implements the first Codex-owned identity/gate fixture slice from the agent-team long-pass outputs.

Local changes: - Added fixtures/identity-gates.v0.json. - Added src/uapi_service/identity_gates.py. - Added tests/test_identity_gates.py. - Registered IdentityGatePacket in schema packet coverage. - Updated continuation test floor to 121.

Verification: - bash scripts/uapi-fixture-check.sh PASS. - schema packets=12, schema cases=33, strict_positive=4, expected_fail=17, structured=12. - unit tests=121 OK. - route_readiness remains fixture_only_blocked. - dispatchable routes=0 and write-enabled routes=0.

Safety: - No live auth provider, service listener, route activation, backend/provider call, credential loading, hardware execution, or route dispatch.
