UAPI storage capability evidence receipt for the Forge SN850X/UAPI-served storage wedge.

Scope: - Added fixture-only StorageCapabilityPacket as fixtures/storage-capability.v0.json. - Added dependency-free validator module src/uapi_service/storage_capability.py. - Registered the packet in schema packet coverage and exported validator helpers. - Added schema definitions for StorageCapabilityPacket and StorageCapabilityCase. - Added tests/test_storage_capability.py and updated pinned schema/readiness/CLI counters.
