UAPI storage capability API contract receipt.

Scope: - Added fixture-only storage capability API packet: fixtures/storage-capability-api.v0.json. - Added read-only API contract validator/report module: src/uapi_service/storage_capability_api.py. - Added /reports/storage-capability to UapiInProcessFacade read-only reports. - Added facade.get_storage_capability(ref) for in-process discovery. - Added StorageCapabilityApiPacket and StorageCapabilityApiCase schema definitions. - Registered storage-capability-api.v0.json in schema packet coverage. - Added tests/test_storage_capability_api.py and extended facade, acceptance, readiness, and continuation tests.
