Record the operator decisions used to finish UAI Explorer public-safe v1. This file records authority and boundaries; it does not contain credentials, raw paths, raw content, or secret values.

- additional user/tag seeding,
- selected redaction of real raw survey candidates,
- device or node onboarding,
- Proxmox storage cleanup.
